
Prime Minister of Russia: Vladimir Putin dwells on interagency data exchange system
On January 27 2011 at the meeting with local authorities in Orenburg the Prime Minister of Russia Vladimir Putin approved proposals presented by the Ministry of Economic Development and Commerce which concern integration of different “e-govt” services and the system of multifunctional centers for public services delivery from 2011.
On the eve of the meeting the Ministry of Economic Development and Commerce issued drafts of the government decree “On development and use of information resources needed to render public and municipal services in electronic form” and a number of other regulatory documents that were discussed in Orenburg. At the meeting Vladimir Putin said that the government of Russia was going to approve a list of about 80 mass public government services that would be provided upon the “one window” principle in multifunctional centers for public services delivery.
This will become possible only after integration and launch of a system of interagency information exchange. The Ministry supposes that “electronic references” exchange, that in theory excludes the necessity of receiving paper documents, will be implemented on the basis of eight information government resources and four citizen identification resources. “From July 1 2011 authorities will be obliged to carry out all necessary inquiries all by themselves”, Vladimir Putin stressed.
