
The Presidential Library: New acquisitions
The Presidential Library holdings have been enriched with digital documents provided by the National Library of the Republic of Buryatia. Some publications are available in the electronic reading room of the Presidential Library.
Presented white papers, legislative materials, manuals, studies, mostly cover political and economic development of Buryatia, problems and prospects of forming a government bodies and local governments, as well as the national issue in the Soviet and modern periods.
The Soviet period is represented by official documents of the Buryat-Mongol Autonomous Soviet Socialist Republic - bulletins of the sessions of the Supreme Council: Convocation 1. Session 4. Bulletin № 1, № 2, № 3 (Ulan-Ude, 1940), Convocation 1. Session 5. Bulletin № 3 (Ulan-Ude, 1941), Guide for Administrative-territorial structure of the Buryat-Mongol ASSR as of the 1st December 1940 (Ulan-Ude, 1940), Compilation of guidance on agriculture: (as an assistance to agriculture workers of the Buryat-Mongol ASSR) (Ulan-Ude, 1944), a book by E. M. Zalkind Enduring friendship between Buryat-Mongolian and Russian peoples (Ulan-Ude, 1943) and Letters of the Buryat-Mongolian people to Comrade I. V. Stalin and Buryat-Mongols war veterans (Ulan-Ude, 1943).
Problems of formation of regional elites of Buryatia in the period of formation of Russian federalism are covered by C. B. Batuev’s National statehood in the Republic of Buryatia during the collapse of the Soviet system and the formation of Russian federalism (the second half of the 80's - early 90’s) (Ulan-Ude, 2010 ), which revealed the preconditions of reforming the political power in Buryatia, describes the introduction of the presidency, the adoption of the Constitution of the Republic of Buryatia and the establishment of control and protection of the constitutional and legal status of the Republic of Buryatia, as well as two works of B. P. Kryanev Evolution of regional political elites in the post-Soviet period: (based on materials of the Republic of Buryatia) (Ulan-Ude, 2009) and Formation of the electoral system and the political elite in Buryatia (Ulan-Ude, 2009), where the author conceptualizes the socio-political events of the 20th – early 21st century in the Republic of Buryatia and considers the evolution of regional political elites of the Republic in post-Soviet period.
The municipal government, local authorities, as well as related issues of development of civil society in the Republic of Buryatia are covered in the following publications: the collected works Actual problems of development of local self-government in region: materials of the Inter-Regional Theoretical and Practical Conference, May 26, 2009 (Ulan-Ude, 2009), which regards the problems and prospects of development of local self-government in the region: the administrative, legal and staff support of local governments, financial and economic issues of local self-government, innovation and investment mechanisms for economic development of the region; Social change in Buryatia in the situation of transformation of Russian society at the turn of the century (Ulan-Ude, 2002) which studies in detail the electoral behavior of the population, issues of local self-government as part of the democratization of society, problems of formation and development of public organizations, as well as the influence of media on the political situation in the region, in the collection of Municipal authorities and civil society: problems of the dialogue and prospects of development: proceedings of the Interregional Theoretical and Practical Conference, Ulan-Ude, February 25, 2010 (Ulan-Ude, 2010), which includes articles on the development of civil society in the Republic of Buryatia.
National issue in the Republic of Buryatia of the end of 20th - early 21st century is covered in the following publications: V. A. Hamutaev’s monograph National issue in Buryatia: 1980-2000’s. (Ulan-Ude, 2008), which investigates the formation, development and decline of the Buryat national democratic movement for the revival of the Buryat people, gives a review of the major political events and activities on the national issue and national politics in Buryatia, Bulletin N 2 National and cultural centers of the Republic of Buryatia (Ulan-Ude, 2005), which contains information about the activities of national cultural centers of the republic of Buryatia, the international legal documents of the UN and the Council of Europe on the protection of National Minorities, the results of the survey among the national-cultural centers of the republic of Buryatia and Materials of the 5th Congress of representatives of the Buryat people, June 29, 2006 (Ulan-Ude, 2006).
