The full Foundation of Russian language foreign editions is planned to be formed on the basis of the National Library of Russia and the Russian State Historical Archive, said the governor of St. Petersburg Georgy Poltavchenko at the opening of the IV World Congress of Compatriots.

"Recently, we have begun to develop an electronic encyclopedia, which will accumulate the cultural heritage of the Russian Diaspora in the Internet. On turn of formation there is a complete foundation of Russian foreign publications on the basis of the National Library and the Russian State Historical Archive of St. Petersburg", - said the governor.

Also, as added G. Poltavchenko, St. Petersburg is well aware of the historic mission to consolidate the Russian world. "St. Petersburg can and should become a center of spiritual and cultural attraction", - he added.
