Summary In 1778, Catherine II issued a decree on the establishment of the Oryol province.In the same 1778, Oryol governorship was formed from part of the counties of the Voronezh and Belgorod provinces for 13 counties.The city of Orel was not the most economically developed part of the province, but at the same time remained for almost 140 years its political, religious and cultural center.After the October Revolution of 1917, the Oryol province became part of the Russian Soviet Federal Socialist Republic (RSFSR) formed in 1918.In 1920, part of the province became part of the new Bryansk province, in 1925, the Novosilsky district was transferred from the Tula province to the Oryol province.In 1928, the Oryol province was abolished, its territory became part of the created Central Black Sea region
