Summary In 1780, Empress Catherine II signed a decree on the creation of Perm governorship as part of two regions - Perm and Yekaterinburg, and the institution of the provincial city of Perm.Western regions of the Siberian province and some areas of the Orenburg province were attached to the former Perm province.Initially, 16 counties were included in the Perm governorship.In 1796, governorship was transformed into the province.At the beginning of the twentieth century, there were 12 counties in the Perm province.In 1919, the Yekaterinburg province was allocated from the Perm province consisting of 6 counties, and in 1920, the Sarapul district of the Vyatka province was included in its composition.In 1923, the Perm province was abolished, and its territory was included in the Ural region with a center in Yekaterinburg
