Round table "Electronic Official Publication of Normative Legal Acts in the Republic of Belarus: History and Prospects"

August 25, 2017 the International Legal and Practical Round Table "Electronic Official Publication of Regulatory Legal Acts in the Republic of Belarus: History and Prospects" was held at the National Center for Legal Information of the Republic of Belarus (Minsk).

The event is timed to the 5th anniversary of the electronic official publication of normative legal acts on the National Legal Internet Portal of the Republic of Belarus. Scientists and practitioners from the Russian Federation, Moldova, Kazakhstan, and the Republic of Belarus took part in the round table.

Yevgeny Iosifovich Kovalenko, director of the National Center for Legal Information of the Republic of Belarus, addressed the participants of the round table with a welcoming speech.

In a video message to the participants of the event the Director General of the Presidential Library of the Russian Federation Alexander Pavlovich Vershinin stressed the importance of the institution of official publication of legal acts and the holding of such an event.  

The system of official publication of legal acts in the historical and legal aspect was presented in the report of Viktor Alexandrovich Sharshun, deputy director of the National Center for Legal Information of the Republic of Belarus.

Anastasia Vladimirovna Rogovaya, head of the Research Department of the National Center for Legal Information at the Ministry of Justice of the Russian Federation, spoke about the quality of rulemaking at the municipal level.

The procedure for the official publication of normative legal acts in the State Register of Legal Acts of the Republic of Moldova was highlighted by Konstantin Braga, Director of the Center for Legal Information under the Ministry of Justice of the Republic of Moldova.

Svetlana Nikolayevna Chubkovets, head of the department for the systematization of the legislation of the management of constitutional and international law of the National Center for Legislation and Legal Studies, told about the novelties in the legal regulation of norm-setting activities in the context of the draft Law of the Republic of Belarus "On normative legal acts".

The directions for increasing the culture of publication and enactment of normative legal acts were considered in the report of Grigory Alexeevich Vasilevich, head of the department of constitutional law of the law faculty of the Belarusian State University.

Sergey Arturovich Kalinin, head of the Chair of Theory and History of the State and Law of the Faculty of Law of the Belarusian State University, told about the information modeling of the legal system in the subject and instrumental approaches. 

Anton Anatolievich Parfenchik, a researcher at the Center for Public Administration Studies of the Institute of Theory and Practice of Public Administration of the Academy of Management under the President of the Republic of Belarus, informed the participants about the expansion of the possibilities of doctrinal interpretation of law through information technologies.

Representatives of the library community, employees of the National Center for Legal Information of the Republic of Belarus also made presentations.

During the round table, theoretical and practical issues of the establishment and development of the institution of the official publication of normative legal acts, taking into account international experience, the practice of carrying out the corresponding activities and prospects for the development of the process of electronic official publication of normative legal acts, other issues of the development of legal informatization and the improvement of the norm-setting process, were discussed.

The electronic collection "Belarus: from the history of the brotherly people", features official documents, historical and legal publications, spiritual literature, ethnographic collections, as well as graphic and cartographic materials on the portal of the Presidential Library.
