Sergey Shakhray presented his new “Constitutional Law of the Russian Federation” book in the Presidential Library

A presentation of a new book of the honored Russian lawyer, statesman and politician, a co-author of the current text of the Constitution dated 1993, Professor Sergey Shakhray entitled the “Constitutional Law of the Russian Federation” took place in the Presidential Library on February 21, 2017, within the framework of the “Living Constitution of Russia” public video lecturing.

“It is necessary to consider this textbook as a personal interpretation of the Constitution of Russia, the disclosure of those thoughts, plans and models that we along with Sergey Sergeyevich Alekseyev laid out in the fundamental law of the country,” - said Sergey Shakhray on the presentation. Another important feature of the textbook is that the book is written “almost entirely basing on the decisions of the Constitutional Court of the Russian Federation - a unique body in the authority system of the Russian Federation, which along an official explanation of a meaning of the Constitution, in everyday life also ties the fundamental law to the development needs of the society and the state,” – the author emphasized.

The textbook will help readers see the “alive constitutional right” in all its diversity and will become a practical guide to the world of modern legal realities.

The author believes that any Russian citizen should know the constitution of the country, aside from because it guarantees his rights and freedoms, also because this document contains the description of the “working model” of the society and the state, constitutional values and ideas about the desired future for social development.

“It is more importantly, - Shakhray emphasizes – for future professionals, who will occupy the commanding heights of the economy and public administration, to gain knowledge about the Constitution, its organization and principles of operation. They need to understand how is it arranged and how does the Constitution of the country work.”

New textbook follows the relationship between constitutional and legal theory and practice of public administration. The basic theoretical concepts in the field of constitutional law are systematized in it and a comprehensive analysis of the current practice of constitutional and legal relations is given.

Based on extensive factual material publication is of interest to the students and faculties stuff of liberal arts colleges, but also for anyone interested in the problems of state building, constitutional history of Russia, and the theory of law. A unique is also the opportunity to receive comments and clarifications from one of the founders of the current Constitution on the most controversial issues of the current basic law, to learn the creative possibilities and prospects of development of the act of essential importance for the new Russia. This is not the first time when the Presidential Library becomes a event venue with the participation of Sergey Mikhailovich Shakhray. So, in March 2014, in the Presidential Library S. Shakhray officially opened the Digital Museum of the Constitutional History of the Russian Federation. In late 2014, the presentation of the book entitled “A well-timed, a fair, a merciful, and an equal for all court,” dedicated to the 150th anniversary of the Judicial Reform in Russia, took place on the library premises. The authors of this book are Professor Sergei Shahray, PhD in Law, and Associate Professor Konstantin Krakow, PhD in Law.
