Orig. title of the matter: With the permission of the Emperor, the book is for the collection of voluntary assistance to the victims of the devastation from the invasion of enemies in the Russian borders. This collection was entrusted to Ober-Schenk Count Golovin, Ober Hofmarshal Count Tolstoy, State Secretary Shishkov and the Ober-Procurator of the Holy Synod to Prince Golitsin. The storage of the collected treasury is entrusted to Ober Schenk Count Golovin.
