Administrative Directorate of the President of the Russian Federation: the Past and the Present

The collection consists of two main parts: modern, telling about the Administrative of the President of the Russian Federation, and historical, dedicated to the Ministry of the Imperial Court and Appanages. The Administrative Directorate of the President of the Russian Federation was established on November 15, 1993 and became the successor to the Administration of the CPSU Central Committee, the Council of Ministers of the USSR and the 4th Main Directorate of the USSR Ministry of Health. Both parts of the collection have several identical sections: the constituent documents of the Administrative Directorate and the Ministry of the Imperial Household, subordinate institutions, descriptions of inaugural and, accordingly, coronation celebrations, evidence revealing the nature of the activities of these organizations, then incentives and awards, as well as everything related to the governing bodies.

In accordance with the Regulations approved by Decree of the President of the Russian Federation of September 17, 2008 № 1370, which is published on the library’s portal, the Administrative Directorate must perform the following tasks: ensure the passage of events with the participation of the President of the Russian Federation, as well as those held by the Government of the Russian Federation and other higher authorities federal authorities; provide logistical, financial, economic, transport and social services; organization of medical care; organization of sanatorium and resort treatment and provision of organized recreation. The collection contains documents containing information about the management of buildings, about the formation of a commission for medical care, about the management of the property of federal health, concert and other complexes, about the construction of aircraft, etc.; on encouraging and rewarding medical workers, a special flight squad, workers with citizens’ appeals, etc. Several documents are related to the activities of the Presidential Library as a subordinate institution.

The Administrative Directorate of the President of the Russian Federation is implementing various important events, the main one of which is the inauguration, taking place in the Kremlin and the Grand Kremlin Palace. The collection contains photographs and videos of the inauguration of Russian Presidents.

The historical part of the collection begins with the establishment of the Ministry of the Imperial Household in 1826 and ends with the decisions on its abolition in 1917–1918. and nationalization of property. This period includes the highest orders and commands, decrees on the establishment of a control body, reports on the Ministry of Appanages, lists of ranks and ministers, circulars and instructions, histories and essays of appanages for 100 years of existence, orders “on highly solemn days” - births, baptisms, weddings and funeral. Of particular interest are documents on the preparation and holding of diplomatic receptions at the highest level of the Shah of Persia, the King of Siam, the princes of China, Japan and other high-ranking guests; travels of members of the imperial family itself, gifts presented to them, etc. The collection is entered with archives that spotlight the activities of all the ministers of the imperial court.

The collection includes decrees, orders, coronation collections, various archives (reviews, reports, orders, circulars, instructions, collections of resolutions, official letters, duty journals, telegrams, notifications, memos, appendices, inventories, etc. ); as well as dissertation research, historical essays, indexes, photographs and newsreels.
